I have to disagree because if that did happen, we wouldn't see the likes of Australia or Pakistan whitewashing/thrashing Bangladesh or Zimbabwe.

i think they should introduce a two-tier system at the very least so the top 5 nations are in one pool of fixtures for two calendar years (home and away) and the, how should i put this, shite ones play each other, instead of clogging up the ICC tour programme. i.e:

tier 1

australia
south africa
england
new zealand
sri lanka

tier 2

pakistan
india
west indies
bangladesh
zimbabwe

that should go some way to curing the problem, i think :)
