Pakistan is supposed to host New Zealand then, India will be playing England and SA, and I'm pretty sure SL will be busy too.

True. PSL has many challenges this time.

PSL would be clashing with the T20 Blast, and the players playing IPL semi-finals & finals would join PSL late, or not at all.

At least 7-day quarantine would be mandatory for every player. And according to the tentative PSL schedule, it will start on 1st or 2nd June. That rules out players playing the IPL finals and semi-finals.

Tom Abell, Tom Banton, David Weise, Rashid Khan, Sandeep Lamichanne, Carlos Brathwaite, Tom-Kohler Cadmore, Nabi, Mujeeb, Bopara, Denly, and Phil Salt have active Blast contracts.

Pakistani players like Shaheen, Faheem, Imad also have county contracts but that will not be an issue.

Yes probably that's going to be the way. But I doubt the counties would agree, as their contracts are signed priorly, and they would want the players to fulfill their contracts.
