I think there needs to be allocated people to patrol the TUG system so it's fair for everyone, but they need to be unknown... Call them, Restricted Underground Bureaucrats, or "RUB". Basically the People using the TUG or MAST TUGGING are patrolled by RUB. Once you get RUBBED for TUGGING the MAST too often, then you have restricted access to TUG for a few days?

Might be a bit complicated to implement, but over time getting RUBBED would be a much more effective alternative to getting banned.
