A) What style is this on?

I am using India style right now but this happens with all styles.

B) Is it only the 'General chat' section?

I am facing this problem after a few weeks of the site upgrade.

I did not open the General Chat forum today. There are 4-5 threads having new messages but none of those threads are showing in bold.
