The laws that the US Department of Justice are using are literally the same ones that they use against mobsters, and have a 90%+ conviction rate. There's also the fact that the DOJ have been investigating this for 20+ years, and the fact that the new US Attorney General Loretta Lynch was also investigating this while acting as the US Attorney in the Eastern District of New York (which apparently is where most organised crime stuff is prosecuted because they are incredibly good at it) for a good while before she got confirmed by the Senate. Blatter and his pals are probably tweaked; the US government investigation and arrests have poked the Swiss into investigating; and it might mean that FIFA's leadership team can't go to any country that has an extradition treaty with the US which locks them out of the vast majority of Europe as well as many other countries.

And there's some irony in the fact that the potential saviour of world football being the US Federal government...
