Fans? Oh them, ask your self, does FIFA give a dam about 'fans'? You could look at it as an exercise in building markets in other parts of the world but Football is the 'world game' everyone plays it but then you could look at it as a vanity project to increase revenue from TV deals and shameless merchandising.

When was the last time any major decision in football was done for the sake of fans primarily by any of the big football organisations?
