He batted at 4 for Balochistan in the NT20 Cup too, at the request of the team management and chief selector, to prepare him to do the same for the national team. But he’s failed so far.

It's quite different especially when, on average, Rizwan and Babar bat for 38 balls. Almost double Roy and Buttler, for example.

As @Bevab mentioned, Fakhar/Shan at number 3 is basically the spare opener, in case one of Babar and Rizwan falls early, they have to play the same role and get past 10 overs. Then let the hitters in.
