As far as I know it's available only in Micromax's Superfone A50 Ninja. I saw some videos of it, and AISHA doesn't seem to be much good, though it looks promising.
Some work on the app can certainly make it poor man's Siri.

Yes S Voice looks impressive, and it's exclusive to SIII as of now.
Another SIII exclusive is Flipboard, but it's APK got leaked on XDA some days back. Try it out if you have an Android device, it's absolutely awesome.
