Are you admin of your pc, if not the admin has disabled all user accounts from viewing the control panel

are you the only user to use the system? If not, may be the other log-in which is admin log-in might have changed the settings for u!

I dont think so it wud happen if there is only one user of your system.

By one user do you mean one user other than administrator?

if so do start > log off, and then log on as administrator (plus admin password)
hopefully then can log into control panel and then for your usual log in name you can grant admin access to pc

Maybe try and go into safe mode, logging onto the account you can "access" and seeing you can access your control pannel, if not, i'll try and get the souce code of a program which you can compile with a C++ Compiler and run it which automatically creates a admin user. It may or may not work, but it a long shot.

I Also have a lot of other ideas which may work. If you need them just pm me, and i'll try and help you out, if needed!

Goodluck!

Sorry to ask this stupid this question but how do I get into safe mode??
start ur comp... after the BIOS screen, press F8 a few times(before windows XP starts to load)... a list would come up... select safe mode and press enter, again press enter to select the operating system...

this clearly means 2 things...
1. You have installed a computer management software, which is restricting the access to certain features...
2. You are affected by spyware/malware, which have installed the restriction, but this time, without your permission...

what i can decipher from the error message is, that the software concerned is "NetWare"...
Go to add/remove programs in control panel, and see if it is there in the list...

also, you can try this :

go to start menu, click on run, in the dialog box, enter :

control userpasswords2

press enter... now see if your accounts are correctly configured, ie, are they the administrators... if not, u can modify them to become the admin...
also, look around to see if everything seems fine or not...

if u can post a screenshot (of control userpasswords2), maybe, i can help to check if everything's fine...
