Blue ball marker - How does it work?

I was just wondering whether anyone could tell me what the blue marker on the ball is?

I think, but I'm not sure, if you put the blue marker on the right side of the ball (for the fast bowlers), it will become a leg-cutter? (And vice verse for an off-cutter).

And for slow bowlers, I don't really have a clue.

Could someone please tell me the difference?

I'm guessing that if you put it @ 45 degrees it will swing out?
And swing in for 135 degrees?
