Also Tom, the speed limits are not only decided upon the driving sense and stuff like that, but it has a scientific meaning attached to it. In physics you need a force to pull you towards the center when you try and turn.

There is a method of preparing roads which is called banking a road. In this, the roads are tilted a bit to a certain angle so they're not exactly horizontal. In this case, if anyone knows physics properly, the two components of your Normal Reaction are formed, and one of them pulls you towards the center when you turn, giving you the required force and hence you are able to safely turn.

Now the maximum speed limit for safe turning depends upon the angle the road is tilted with. You might say that your roads are safe and not tilted but the angle is so low you don't notice it. So the speed limit also has that reason. If you would've been at the speed limit, you could've turned safely and might actually not have rolled (As the car wouldn't have skid).

This was a pretty huge post but it was to describe the importance of speed limits, not only morally but scientifically. ;)

Road tilting is called camber. You have to have it for drainage, otherwise you'd get water sitting in the middle of roads. Quality of the tyre, traction of the car and the driver has a bigger impact on turning than road camber.

Speed limits weren't introduced with a physics mind-set. People were using the new M1, unrestricted at ridiculous speeds, the clinch of the speed limit introduction being that of someone testing a race-car on the M1. Doing 185mph iirc. 70 was introduced 30 years ago. Times have changed. Cars are far more stable, driving quality is worse, and traffic is a lot worse. Then again, speed isn't really a big killer on roads. It's due to incompetence and stupidity. When you have people who have high driving standards, driving on roads with people with poor driving standards, crashes will happen. I know plenty of people who could drive at a higher speed than limits allow, but you can never trust the idiot coming the other way.
 
I know the other factors do have an impact, but cambering of roads isn't as useless as most people think. :p

It is also for water drainage, and it doesn't come into notice till most of the time unless rain comes into view. When it rains, and water doesn't go off or some water stays on the road, for example in a very heavy rain, friction on the road becomes negligible, and and it normally friction that provides the required centripetal force for the car to turn. In such a case the car's weight provides the force if the roads are cambered.

Speed limits are mostly influenced by the quality of road built and its angle, it just doesn't come a lot into notice I guess. It is especially important in things like flyovers, bridges etc.
