Why does cricket 2004 have so many bugs?

Hello.
A new FIFA game is released every year, with least possible and least obvious bugs.... a cricket game is release about every 1.5 year, full of bugs, bugs which havent changed, same from the last game, why is that? They put NO effort in the game? Try to finish it as soon as possible? What do you think?
