Windows Installer Problems

OK, I'm pretty much out of further ideas for this. The main problem seems to be that there is no downloadable version of windows installer v4 available. There is one thing that will solve it (Provided you haven't had this problem for ages) and that is to use system restore. If you restore your system using a restore point from before you had the windows installer problem it should solve the problem.
