Also, what's to stop somebody coming along and taking all the best players. And another point, why can't I just pick international players and say they play domestic cricket. Most international players do.

I advice you participate in a few leagues first, before trying to run one yourself.
I'm going to close this thread for now, but if you want me to re-open it once you have had some experience playing in some leagues I'll do so.
