The basic premise is: What if Test Cricketers were born at different points in time? Everyone who has played a test in real life is eligible, although some people who played (for example) 1 Test in 1898 may not play any in this universe...
How I decide when players were "born" is that for every player who made their debut in a given year, one randomly selected player becomes eligible. For example, England will have 5 new avaliable players for the 1909 summer, because 5 players debuted in that summer.
