I would have definitely played Shankar today. This is the time to bowl him specially with Pandya injured.. It wouldn't hurt his confidence to bat either.
 
Suddenly the selectors picked KL Rahul all of a sudden out of no where. Come on KL show that you are made for International level !!!!! He has lot of potential in him to be a quality leg-spinner. Just need to back that with his performance

He didn't do anything much in IPL last year either
 
Dhoni should not be in the Indian team. He does not deserve this. He is finished. He was playing test cricket in a T20 match. This is not a new thing for us. We are seeing this from last 2 years. India can't win World Cup if Dhoni will play in Playing XI.
 
He is very useful in the 50 over format if he bats at 4.

Just looking ahead beyond the 19 world cup, I think we have a lot of spots to fill in the 20 over format for the 20 world cup.

I see where you are coming from, but I think the problem is that him and Rayudu together choke the batting. I think Rayudu is good at his role, but with his keeping and spin assist mode Dhoni is better. That mountain of experience and calm also is an unquestionable benefit. I definitely don't see him as a good fit in T20's. The XI for the limited overs has been discussed to death. The thing is, our bowling is what is winning us matches and big moments. So most of our shortcomings get masked and this management is more about basking and bragging rather than acknowledging and learning.

Personally, I really like Rohit in the middle order for T20's. I would opt for this XI just to see how it goes-
