If you meant about cutting, learn pen tool. I think there are many tutorials about pen tool in youtube. Learn it. Practice,practice..... Sure you will get it.

It's hard to tell, but I think it is a graffiti font, so skip through the pages here.

Noob question - just downloaded the trial version of topaz, how do I use it in photoshop?

Copy the topaz installed folder and paste it into the plugins folder of adobe photoshop. Then you can use the topaz from Filters menu.
