All you can do it maximise your chances. Superb Academy before you make a pull, full ITS for the first few weeks of the season, then stop using them and save up for next year. After that, it's all down to luck.

More than I wanted to pay at the time. I beat him down but Allan took revenge by not giving me the high resp bowling I'd asked for, it was only about 2 thirds of the way there.

I think you'd be better off giving him 2 bowl, a stamina and a fielding. 3 bowl is a bit of a waste if you're not going for U19 and if you are he'll need a fielding anyway.
