That's the beauty of this draft, you have the choice of selecting a player earlier than expected which blocks others from picking them in the future (a viable strat if you're late to a round) but you pay the price of your pick not being fully flourished yet. The way @VC the slogger has worded his rating system... I'd guess that whilst the majority is decided by a player's performance in that WC, there's also an element of the overall player's record and skill being a factor. Whilst Imran will not have any of his future batting skill in his '75 version, I suspect he'll still be rated as a close to world class bowler if not outright world class.
It's also why players like Boyce and Amiss are quite good, they give yourself the opportunity to pick a great player down the line whilst being a good pick themselves.

I believe it does matter to a certain extent, just that having a better tournament performance is the prime factor.
The usage of 'just' there seems to imply that. If not, Madan Lal would be a much superior bowler to Kapil Dev and I'd rather have them both be equally good at worst.
