He was exaggerating the size of a fish he caught to a friend when he broke both the glass sides with his hands.

"Why not?"
"Cause there ain't enough chairs."
"Then perhaps those who wanted to sit down but couldn't will hold up their hands... I find there are a dozen of you, so the motion is lost by a majority of one."

How many members voted at that meeting?
Anybody? It's just a verbal math problem, an algebra thing again.

Assume that votes in favor of motion be X and votes against be Y.

Equation after the first result:
X-Y=Y/4
Hence, 4X-5Y=0 ....... (1st equation)

Equation after the second result: A condition has added that X is reduced by 12 and Y increases by 12(votes were switched).
(Y+12)-(X-12)=1
Y+12-X+12=1
Y+23=X

Put the expressed value of X in 1st equation.
Hence, 4(Y+23)-5Y=0
4Y+92-5Y=0
92-Y=0
Y=92

The number of voters who voted against were 92 and in favor 115(Y+Y/4=X, Y/4=23 & 92+23=115) after the first time counting.
Total voters = 92+115=207

Also 12 added to Y and 12 substituted from X would make Y=104 & X=103 respectively, here the second condition(Y>X by 1) is proved.
