So basically, the bowler can't run the non striker out after entering his delivery stride. He has to give it to another fielder, who in turn can run the non-striker out. Before he enters the delivery stride, he can run the non-striker out himself.The Laws of Cricket said:1. Out Run out
(a) Either batsman is out Run out, except as in 2 below, if at any time while the ball is in play
(i) he is out of his ground
and (ii) his wicket is fairly put down by the opposing side.
