The years are different and so are the scenarios. The point I've been repeating is that 6 out of 7 boards and 10 out of 12 teams have no problems with the scheduling at the moment and ECB is just dragging its feet. I understand that it may be difficult for them to schedule their domestic tournaments to participate, but well, simple majority states that a decision favourable to the majority must be taken.
I repeat yet again that ECB chief executive, David Collier, was kept in the loop about the dates since December 2009. So ECB always knew this way coming. But being stubborn, trash talking in the media and refusing to budge is not going to go down well with the CLT20.
CLT20 has proceeded without PCB in the very previous edition and CLT20 has minced no words while giving ECB 1 week to work out a compromise. I think ECB must draw a parallel from the PCB scenario last year coz this year, they won't be boarding the flight to SA (possible CLT20 venue this yr).
And given the fact that CLT20 has not ruled out Pakistan's participation this year, its giving a direct hint to ECB that if they don't budge, its not going to be CLT20's loss. It will only be ECB & its players' loss, along with the counties who invested significant amount of money to buy T20 specialists to boost their chances of a CLT20 birth, only to see their board play spoilsport, although they won't say this in the media.
Tbh, England doesn't bring much to the T20 table for international fans and the only team I would follow would be Kent. Their pull-out is not going to hurt the CLT20 much coz chunk of the revenue comes from the Indian tv deal with ESS and SA fans aren't the biggest English supporters.
Legally, ECB can't do much coz PCB could do nothing but crap about it at every given opportunity. If there would've been legal obligations, it would've lead to a lawsuit, but that didn't happen. ECB similarly is trash talking in the media and I don't think they have any legal obligations that CLT20 must fulfill.
If ECB is so hurt, they can, as a reply about Pakistan's whining on cricinfo read last year, "go and start their own league. No one is stopping them".
I repeat again, ECB & CLT20 will reach a compro deal, but if they don't, I'll be more than happy to be see 2 Pakistani teams in.
