External Graphic Card?

I am a noob in computer. I have compaq 610 laptop which does not support any graphic card just Intel's 960 chipset I suppose.

I want to add an External Graphic Card. What is the above site? Does it actually provide external graphic card?

It costs 300$ though

It's just a dock, you still have to have a video card for it.
