Using fraps what is a good FPS rate in recording videos of which the game wont lag while recording and the final product wont be in faster motion then the game is?
 
Well, in the UK and Australia we typically use 25fps while the Americans and others use 30fps. It's typically due to the respective broadcast standards we use (PAL for us; NTSC for them). You can learn more here.

I use 40fps and get fine playback.
It depends on how much fps you're getting in the first place though so if your frame rate is struggling, record at lower fps
 
How do you record and take screenshots at the same time as you are video recording with fraps. Cause it doesnt let you. Which is really annoying? Cause then i will have to add more to movie maker (which i use to view the final product)

The only alternative would be to take print screen or use another program.
