Do custom gameplay modifiers set up before a game apply to both players?

It seems a silly question but when you go into the modifiers from a game on the ‘second’ controller (on PC) the custom settings don’t appear.

Any advice would be appreciated thanks.

Did you figure out the answer to this? I'm seeing a lot of issues with custom modifiers being applied to local multiplayer games (can't get them to apply to either, i.e. changes in pitch marker display time).

I've tried things like changing them on both user profiles, choosing difficulties pre-game vs. in game, starting the game single-player and then choosing sides vs. choosing beforehand, etc. None of that seemed to work.
