I think he's using Photoshop,

But,as he's going good on textures,i Recommend "Twisted Brush 13.56" for him.It
Would Make him an excellent Texture Maker and a Super Rep gainer.

The First one is good.

To make it better:

1. Go to deviantart.com
2. Search "Photoshop Brushes"
3. Download the ones you like.
4. Use them to create backgrounds.
