If anyone see pc forums without logging in (as a guest), you cant post anything. But when i saw any improvements thread, that thread was started by a guest? And many guest's posted with it. How was it possible?

Because those posts were made in 2003 - some accounts have been deleted, merged or otherwise lost in the 10 years since.

But I heard or saw a admin saying a account can only banned but can't deleted?

We can delete accounts, but only in exceptional circumstances.
Most of the 'deleted' accounts are because PlanetCricket is the result of a bunch of other forums merging over the years and people having accounts on both sites before they merged.
