maybe because its ?650. I'd only recommend photoshop if imaging is part of your buisness otherwise there are much cheaper alternatives available.

Pain shop Pro etc are good to if people are not able to by photshop of 500 pounds.

I don't have PhotoImpact, but I found this site, which looks good.

I would advise Gimp, better than Paint shop.and free, enjoys open source communities help.
