I'm thinking it has to do with people not reading instructions than anything else. I certainly don't see anything wrong with the poll.

A new rule is added.
A player can still get into another position even if he gets nominated in one place, but if they are chosen off the nomaniees and on the poll then they cannot go to another stage in the order.
