Rainmeter! - Experts?

I've been onto rainmeter for a week now i want to make a skin.So i was thinking if i can get help from some Tech experts here , it would be wonderful.Will you guys help me?.I have a couple of questions questions..

1. What is the best .Ini editor?
2. How do you measure the X,Y Axis, do u measure using something or is it just a guess?

Absolutely no idea about rainmeter. Never been into these, just had some stuff in C++ and VB while a bit of web designing.
