Slow over rates--how should it be dealt with?

In light of Smith's recent 4-game suspension for a repeated offence on slow over rate, I was wondering what forum members views on the punishment for over rate are. Under the previous system, if a side bowling first had a slow over rate (in ODIs) they were docked a few overs when they were batting. If the side bowling second had a slow over rate, they were fined.

The ICC made a rule change sometime in the last 2 years wherein no side would be docked overs anymore, but would only be fined/suspended. And the blame would lie on the captain. There are many pros and cons to both sides of the coin. While the previous rule allowed a direct punishment--the offender was punished in the very same game--the punishment also seemed less harsh.

Match referees have only begun cracking down hard in the past few months. With the intense competition in international cricket these days, losing a captain for a few games can change the momentum of a side completely. What say you?
 
Best option would be (according to me ) penalty runs .Every over bowled less should be punished with 5 runs.This way both the teams can be docked.

THe previous sysstem would let the side bowling 2nd get scott free.But every over after stipulated time if given say 5 runs would keep in check both the teams.

This new rule that no overs should be docked is a crap .Nobody cares even if they loose their match fee.That wouldnt be even 1% of thier income
 
Technically, though, they are getting suspended. However, with so much international cricket, a suspension period may actually be a boon: a mandatory relaxation period. :D
 
It's the captain's role to keep the players in line, and if they start to slag off a bit then the captain should say something to them and tell them to lift.
 
no it's pacers role. Indian pacers waste a lot of time, They should be banned not Ganguly. He can't do anything if pacers bowl extras, bad balls,etc. You must see how much time Zaheer,Irfan and Aagrkar take.

I agree with Ronny. Thats what we used to do im my cricket camp, almost won a match due to that rule :)

I disagree, the captain has the right to take such a bowler out of the attack and of course, in the knowledge that he will cop the penalty for the bowler's mistakes, do whatever he feels is necessary to give the bowler the message.

Suppose the bowler isn't heeding the captain's urgings to hurry up. He can give him a talking to (of course wasting more time) or perhaps even recommend to selectors that this bowler is costing him. Traditionally, though, a bad bowler is simply taken out of the attack. I know you can't do that to all of your pacemen at the start of the innings but if the law is laid down to one, maybe the others will take notice.
 
I wish the captain is given all the blame for the team bowling slowly. this way, a career is being put at stake. i second ronny's thought of penalty runs for both teams!
 
It's definitely the captain's role to make sure that the overs completed on time. But does a postponed punishment actually serve justice? What if captains purposely wasted time, for example in a rain-affected match...shouldn't the game be levelled then?
 
Captain should be banned, i think it is the captains fault because he is the one getting them round the field!
