Slow over rates--how should it be dealt with?

Which slow over-rate countering rule do you prefer?

The thing with the old rule was if you committed the offense, you were immediately punished. Now, if you were the captain of a team playing a very important game, you would not mind sacrificing your salary for a day, or missing a few matches, to slow the over-rate down in a way to increase your side's chances for victory. You would thus be gaining an 'unfair advantage'.

The old system would punish this immediately by docking the overs that you have to bowl. The new system allows such strategies to exist, and suspends/fines captains after the event has passed. If you win the WC, missing a few games after that is hardly a problem.

We were chasing, so yea we lost :( .
Like we said, the skipper was too slow, and we didn't lose as badly as we thought we would ;)
 
Instead of banning the captain, all the players should be fined. Punishing the captain has no effect on other players. Especially in team like india or Australia which consists of several superstars, one might assume that this may be a problem as a super star would not care whether his capatin is being fined for slow over rate and he himself would continue to delay the game... it could be even worse if a delay causing superstar and captain do not get along well.
