Yep, you and Hemmers are correct. He was born in Birmingham, Warwickshire, England.

If England had him as a player you would have 2 top all rounders in your team.

Note that of all current and recent England and Australia players, only one has absolutely no relations to their country and that is Symonds, born in Birmingham to WIndies parents.
