2) Implement a ranking dependent maximum and minimum series limit. This would ensure the better teams played longer series against each other and smaller teams played more tests against competitive opposition. It would aim to put a stop to pointlessly long, unbalanced contests (4 tests of the england v west indies series) and also provide rewards for teams coming up in the rankings as they would get longer series against the more wealthy, established opposition instead of unsatisfying short ones (australia v sri lanka, only 2 tests, actually got interesting by the end of the 2nd test but it was over by then). Would also stop to farce series just crammed into gaps around ODI tours.
Very sensible. 5 tests for Top ranked side v top ranked side. 3 tests for Top ranked vs "Emerging" side.
 
1. Get rid of all the bilateral test series, and implement a test championship for each the teams play each other (home and away) and that culminates to a semifinal and final.

2. ODI's should be 40 overs broken up into two innings of 20 overs (Sachin's recent suggestion). Keep T20's to just the World Cup (I would call it a 'T20 World Championship').

3. Pitches on either extreme should be banned from cricket. Force countries to prepare sporting pitches. Implement a system where countries are given points for preparing good pitches. Teams that prepare the best pitches would be rewarded handsomely, and teams that fall below the average line would be punished severely (extreme case, that country would be banned from playing international cricket for a specific number of years)

4. Set a particular color for the clothes worn by the players for ODI's/T20's (India should always be light blue, and only variations in that light blue should be accepted).

5. Introduce day/night test matches. Make India vs Australia, India vs Pakistan and Australia vs South Africa iconic 'once in two years' series of 5 matches.
 
Thinking about this, I wouldn't scrap Twenty20. It was the first thing that came to my mind, but now I thought, it would make so many fans unhappy. I would just let each team play 3 a year maximum, they don't count for anything, they are just fun, entertaining games, no world cup for it, and stuff.

Hence the open top bus parades, street T20 matches and *groans* IPL.

8 teams in each tier. Every 3 years 1st in Tier 2 promoted. 2nd in tier plays 7th in tier 1. Teams ranked 17th-24th have first class knock out comptetion. Winners of the finals promoted to tier 2. 8th in tier 2 demoted. Runners up of knockout torunement play 7th in tier 2.

How would a Test knockout tournament work? What happens in the event of a draw? The only way a Test championship could work is if you played a series between each side, which would just take far too long to work through.

test cricket is holding on to a thread as it is,

if England ever slipped into Tier 2, then Test Cricket would end as we know it.
 
If I was in charge of cricket I would:

-Have a minimum of three test matches a series, I'm really sick of teams like New Zealand and Bangladesh playing two test match series.

-Maximum of five one day international games per tour and if a team wraps up the series early the remaining games will not be played

-One 20/20 international per tour.

-More A tours. Best thing to increase the skill of players on the verge of international selection is to get them out playing in different conditions.

-Each year every international team must play at least a four match test series (excluding Bangaladesh for the moment). Sri Lanka, New Zealand, Pakistan, and the Windies don't get enough long test match series.

-Fairer pitches for the bowlers. Grounds that don't produce fair enough wickets would be fined and banned from holding international cricket (test match cricket) when the next season comes along.
