Who chooses if DRS is used in a series?

A bit late lol, but who chooses? I've read that hotspot will be dropped because channel 9 didn't want to use it - do they choose which systems are used because they have to pay for it? I thought it would be the ICC or the national cricket body?

It's crazy. Either they should pay for the technology themselves and implement it in all tests or not have it all. It should be a level playing field.
