Australia struggle in the bowling departments in the latest ICC games early - it is tough to find form for Johnson, Lee, Hilfenhaus, Siddle, Bracken and Clark.
I find getting a good spinner is the key. Hauritz isn't brilliant - personally I don't rate him too highly, but I think you need to look for young spinners and other regen players and then give them technique training consistently in order to make them better. It might take one or two years but you will reap the benefits of having a dominant spinner in the future. In one game I had on ICC2006 with Derbyshire, I used to play county championship matches with just two quick bowlers that averaged about 25, and then I would have two spinners (Munday and Sunny, or Munday and some other class Indian or Sri Lankan spinner). I would just bowl out the openers and then let the spinners do their thing and they would normally be bowled out before the spinners tired.
Anyway, I always have believed in spin - I'm not really sure how you could get the form up exactly, but perhaps just try giving all of your bowlers practice, and give the young players technique as well. Technique is a big part of things - future ability is far more important than form in my opinion.
Good luck with your game anyway.
