Then it will be EPL not IPL , IPL is a basement for Domestic players to showcase there talent's Internationally and from there they can begin there feature of cricket if they are capable with playing with Big Guns

How long can Taylor play for (if at all)?

He will be gone for just over half of it.

All of the Kiwi and Aussie players who are part of the test teams will be gone for that time, the ones just playing the one day series (Bond, Styris, Oram, White etc) will probably only miss the first couple of games.
