www.pandora.com creates a personalised radio station for you based on your musical taste.
You tell it what you like, it finds tracks by those artists and simular artists and then plays them for you.
I have to say I'm well impressed with this so check it out.

You can do this with Shoutcast and you can stream over the net over your own site etc. Http://www.shoutcast.com

I've done that loads of times before... pretty complicated though if your a beginer .
