It is clearly hinting at the next GTA game. But all it tells us is that it won't be based in Liberty City.

Interesting theory they have over at The GTA Place

New York, I love you is a sequel to Paris Je T'aime, and if you invert the colours you get Blue, White and Maroon, the French Flag Colour, (well maroon's close enough to red.)

Dude, seriously. If you want to make the most out of gaming, you gotta' get a 'next-gen' console. They'll be phasing out the PS2 sometime anyway. It is a cheaper alternative but you won't reap the benefits that the 'next-gen' consoles have.
