I think in one word that answer would be "content"! First with BLC 99 downloads, then Cricket 2002 and 2004 downloads.

That is what makes people visit a site, you need that to make a forum grow thats why just starting a site with just a forum will never be a success! But however many times its said people keep on doing it. For examples visit the Forum For The Web.
