I think the deterrent would be the time it takes to complete a match. If they were not worried about over-rate obviously they prolong their discussion with senior players when the match is in a tensed mode. I'm not welcoming this move by ICC

All the players will be fined as much as the captain, and in the Test Championship two points will be docked for repeated breaches.
