I'm sure Simon Taufel would be welcomed by India. I believe he cannot officiate because of the stupid "neutral-umpire" rule put up by the ICC.He is far from the best, who isn't allowed to umpire in Australia and wouldn't be accepted by India so lets get on with the game.

An Indian umpire cant umpire an Indian match.. Its the same with all umpires. You can umpire a match if your national team is playing in it.
There are no Indian umpires on the Elite Panel so none of them could have been scheduled to officiate for the Perth test match. If you are talking about Ranjan Madugalle's presence at Perth, first and foremost he is Sri Lankan, not Indian. Secondly, no, Mike Proctor was appointed match referee for this tour (at least for the Test matches). While the BCCI's power definitely contributed a lot to this decision from the ICC, I think they also made it to protect Steve Bucknor. He's already under a lot of pressure and I don't think it would get any better for him if he made any more incorrect decisions. I think the fact that as a human there is only so much pressure you can take also played a part in the ICC's decision to withdraw him for this Test match. The report from Cricinfo also suggests that Bucknor has only been withdrawn from this Test match. There is nothing that I can see as far as removing him from the Elite Panel is concerned.I don't find it perfectly understandable. If this trend continues everytime an umpire upsets someone there will be no umpires left to officiate any matches and then there won't be any matches.
