I just used Expression Web 3 for the first time last week. It's a huge improvement over Frontpage. I found it better than Dreamweaver as well, but that's coming from someone who prefers HTML+CSS over WYSIWYG. The interface was pretty slick and you could use it for WYSIWYG purposes as well. Not sure how good their templates and such are, though.
