Just like Author said, first two rounds should be for locals and then overseas and so on..

I quite like a serpent draft order but I imagine I'm in the minority. I just hate the rush of the first pick 'cause 1) I won't get the player I want and 2) I won't be on. It can take a while though ....

An order for the first few rounds? That should suit to everyone I believe. Or any way where you can favour teams that have won more titles than others

Biggy, I suggest you to use this order for the first 4 rounds.

Round 1 - (1 Local)
Round 2 - (1 Local)
Round 3 - (1 Overseas)
Round 4 - (1 Local & 1 Overseas)

I guess this favors all the managers, they will have a chance to get at least two of the best Australian players and two of the best Overseas players in the first 4 rounds. It's all your choice though.
