Bring back PCPL

I don't mind running it for one season, but it would only be that - one season.

The thing is we need at least 72 to 96 people to sign up, and at least 50 being decently active would be nice.

Also is sohum's simulator available for free to use?

Else we'll just have to go to the old cricsim ways
