No he didnt. He started to inforce the ban once Owen died in 1999. The WWF was actually good until the death of Owen. Ever since his accident the WWF/E has become more and more risk free to the point of boredom. Yeh the dude died, but is the really the need to tone down the high risk moves, exciting matches and general entertainment. It's not like Owen died performing a risky manouvere, like a 450 or somethin, it was an accident caused by an external companies mistake. Vince is more worried about making money and not losing insurance money than he is about making a good, entertaining show. In the good old days of proper hell in a cell, interesting storylines, 1 roster (not split into frickin hundreds of different shows) the standard of wrestling was much better. Nowadays money and safety are more important than putting on a good show. TNA FTFW.
