we call it a language, if that is what your looking for. PHP and MySQL look to be the most popular, if you have money you could look into ASP.

No Dude.Just pick the CMS system which is basically for user registration system..I prefer for you Joomla..

Dreamweaver is used to create web pages. As said in Web Forum, use quotaless service to register account there and upload your stuff project there.
