Modding in the PC version

Will modding work the same in the PC version as it did for DBC 14 or will it be less accessible due to the academy sharing of logos and stuff like that? I do recall something that the support file extensions have changed and they require another program (Adobe Acrobat?) and not photoshop anymore which means previous mods don't carry over or can't be converted, is this correct?

I much prefer the look of mods than logo sharing so I hope modding is fully supported as it was last time in DBC 14 but it worked a bit differently for RLL3 which is where I would assume DBC 17 will be more like.
 
Safe to assume that modding won't work the same as DBC 14. Pity.

How can you assume anything when the PC version hasn't even been released? I would wager that there would be more support for modding on PC as compared to other platforms.
