I would be asking for my money back if I paid for Xbox LIVE, you are paying for a service you are not getting/getting very poor quality service and that is not on.
It doesn't matter how much things cost, if you are handing money over to someone to give you a service and they respond by using ****-poor incapable servers and rely on commitments such as work and school to reduce the pressure on the server then they are not worthy of getting my money. It's not that Microsoft can't upgrade the servers, it's that they just want to save time and money, which is not showing loyalty to the customers who have paid for their console and online features.
If my internet connection was not working for 2 weeks, I would make sure it either got sorted or I got my money back.
Online gaming is to play games online, what can you do with the PS3? Play games online without a yearly fee on servers which don't collapse when they get busy. XBL is no better than PSN if it is not working in busy times.
PSN lets you play games online against other people, exactly what online gaming is meant to do, anything else is unnessecary and just extras.
A free, stable, adequate service > A paid-for unreliable service will heaps of extras.
