You're ignoring the fact that Pakistani players may not necessarily be as safe in India.
Whats the point of making these players go through all that trouble to get the visas and in the end not even selecting the guys.
You're confusing the entities here. The franchises did not pick the players. The government didn't give them visas. The franchises aren't responsible for visas. The government isn't responsible for picking players to teams.
If they didn't have visas why even put them on the list.
Your guess is as good as mine. Probably because the PCB would complain if they hadn't been put on the list, as would all the people who have been complaining on this thread.
Everyone has to understand that there are several parties at play, here. I'll explain it one last time:
1. Franchises - pick players that they think will have the highest RoI both in terms of match performance as well as endorsements.
2. Government of Pakistan - allows Pakistan players to travel to India by giving them NOC's.
3. Government of India - does not want to allow Pakistan players to travel to India, thus denying them visas.
4. Pakistan players - want to play in the IPL and have gotten clearance from Pakistan government, but not from the Indian government.
2 and 4 above don't have any problems with playing in the IPL/traveling to India. 3 has issues with 4 traveling to India. 1 did not pick 4 because they didn't think 3 would resolve the issues by the time the IPL rolled along.
There's also an ignorance of the fact that this may not just be a political/financial issue. It may also be a civil issue. Even if both governments end up agreeing, there will be an extra burden of security because there are definitely anti-Pakistan elements in the Indian population (the Shiv Sena, for example). So the GoI may not just be denying visas because they don't trust the Pakistani players, but also because they don't want the headache of paying extra for their security.
